What happens next?

• February to March 2026 - the government's forthcoming consultation on the proposals

• Summer 2026 - this is when we expect the government to make its decision on which proposal goes ahead

• May 2027 - current target for "shadow councils" to be elected, a year ahead of the new councils going live

• April 2028 - current target for new councils to go live​
